Communication Center Assistant Manager

General Duties:

This is a public servant job based on public trust, competency and credibility. It is a critical requirement of this position that the applicant has the desire and ability to perform and behave on duty as well as off duty in a manner that does not cause damage or endanger the loss of trust and credibility with the public, the court systems, co-workers, or other law enforcement and public safety agencies.

The applicant must have a cognitive ability and desire to understand and interpret organizational rules policies and practices in a manner that solves problems while at the same time promotes this organizations public image and mission. The applicant must also be able to interact comfortably, lawfully, efficiently and often quickly with a wide variety of citizens and citizen’s groups who may have a multitude of problems and have need for emergency services such as Emergency Medical Services, Fire Services and/or Law Enforcement.

This position is responsible for operating as a 9-1-1 Operator, Fire and EMS dispatcher as well as Law Enforcement Dispatcher. Applicants must exhibit a customer service oriented personality, work efficiently on computer based applications, have good organizational skills, accurate grammar and typing skills, be a team player and have an exceptional ability to multi-task. This position requires strong oral and written communication skills and the ability to work in a stressful environment while maintaining good judgment following policy and procedures. 

Essential Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

The Communications Center Assistant Manager is responsible for the performance and/or actions of the employees under their direct supervision and control.

  1. Familiar and able to perform all duties listed under the job description titled “Communications Operator” and “Communications Center Working Supervisor.”
  2. Comprehensive knowledge of communications policies, principles, procedures and related local, state and federal rules and regulations.
  3. Any and all other tasks assigned by the Operations Manager and/or Director.
  4. Supervision of the Communications Center, Telecommunicators and Working Supervisors.
  5. Scheduling for Telecommunicators and Working Supervisors in the Communications Center to include filling of overtime.
  6. Input all overtime hours into two excel sheets to track the information.
  7. Assure staff completion of training and CDE training for all Telecommunicators and Working Supervisors in the Communications Center.
  8. Oversee the training program and assure training goals are met with new hire employees and cross-training employees.
  9. Complete orientation for new hire employees.
  10. Assure the Communications Center maintains compliance with Ohio PSAP Standards as per Ohio Administrative Code.
  11. Assist Director and Operations Manager in creating and implementing policies and procedures for the Communications Center.
  12. Obtain Emergency Medical Dispatch Certification within 6 months of hire and Emergency Medical Dispatch Instructor within one year.
  13. Complete APCO Communications Center Supervisor Certification within 6 months of hire.
  14. Complete CPR Certification and CPR Instructor Certification within 6 months of hire.
  15. Complete quality assurance and quality improvement call reviews of Telecommunicator and Working Supervisor’s calls for service.
  16. Provide feedback to Telecommunicators and Working Supervisors for QA/QI.
  17. Complete employee evaluations when required.
  18. Submit Telecommunications personnel and Working Supervisors for commendations, when appropriate, to the Operations Manager.
  19. Issue Communications personnel discipline, when appropriate, to the level of counseling, oral and written reprimands.
  20. Policy and Procedure review as per policy review schedule.
  21. Ability to operate all Communications Center systems and technology.
  22. Ability to run and read reports to include statistical reports.
  23. Handling Communications Center personnel issues.
  24. Sort, file, record, and input data or information.
  25. Perform record checks that are requested from outside agencies.
  26. Complete records requests from outside agencies to include call recordings and call logs.
  27. Ensure each operator reviews training materials within six months of hire and is recertified every two years.
  28. Ensure the monthly records validations are properly completed.
  29. Possibility of being called in for high priority calls and LEADS entries if needed.
  30. To testify truthfully in all Courts in the State of Ohio.
  31. Proficient computer skills.
  32. Proficient writing skills.
  33. Interpersonal skills.
  34. Reading comprehension.
  35. Maintain professional behavior and attitude at all times when on duty, including high pressure or stressful situations.
  36. Operate a motor vehicle.
  37. Any other duties assigned by the Sheriff.
  38. Must exhibit high moral and ethical standards.

 

Preferred Education and/or Experience:

  1. At least 2 years dispatching experience.
  2. Prior Office experience preferred.
  3. High School Diploma or GED equivalent.

 

Salary:

Effective March 14, 2023 the hourly rate range is $36.00 to $39.00 per hour based on qualifications.

About the Clark County Sheriff’s Office

Clark County is comprised of 403 square miles with a population of 133,000. The Clark County Sheriff’s Office handles approximately 40,000 law enforcement calls for service annually. Our average jail population is approximately 220 inmates.  Clark County is home to Wittenberg University and Clark State Community College, as well as several state and local parks, recreational waterways, bike pathway system, art, business and manufacturer centers and open green spaces.  Springfield is the county seat of Clark County and plays host to the Champion City Kings prospect league team.  

The Clark County Sheriff’s Office employs approximately 100 sworn deputies, 40 Corrections Officers, 40 Communication Operators and 12 civilians. The Office is comprised of four divisions; Criminal Investigations, Uniform Patrol, Jail and Professional Standards. Each division is managed by a division Lieutenant. Two Majors oversee operations of the department with oversight from the Chief Deputy and the elected Sheriff. First line personnel report directly to a Sergeant or civilian supervisor.   The Fraternal Order of Police is affiliated with agency personnel for contract and labor related matters.

Minimum Qualifications

  • Be a resident of Clark County or adjoining county, within one year from date of employment
  • Be at least 18 years of age
  • Possess a valid state drivers license
  • Have a high-school diploma or GED
  • Never been convicted of a felony or misdemeanor involving moral turpitude or is currently not under indictment for any criminal offense
